Starting Date: 01.12.2012, but flexible depending on notice period.

Long descriptionBackground:
The National Department of Health (NDoH) is strengthening its efforts to support and encourage quality improvement at facility, district and provincial levels in the South African Healthcare System. Within the broad
set of quality improvement initiatives, there are 4 work streams which are of particular relevance to the advertised position;
1. Facility Improvement Teams (FITs)
2. Establishment of a Health Television Channel
3. Social Mobilization for Health Facility Improvement &
4. Issuing of Awards to recognise good practice in Quality Improvement

Under component 3 on Social Mobilization for health facility improvement, NDoH has identified the participation and collective response of local communities, stakeholders in civil society and partners as a critical success factor to ensure sustained improvement in the quality of health services delivered in the public sector. The objective of this project is to identify and support communities and organizations which use innovative social mobilization strategies to encourage community participation in quality improvement, with an initial focus on the NHI pilot districts.

The National Department of Health seeks a Project Manager who will coordinate the operations of the “Social Mobilization for health facility improvement\" project. The position will be based in the Office of the Director General of the National Department of Health, who will provide overall supervision and oversight for the project; project planning
and implementation will be coordinated in collaboration with a project steering committee.

The Project Manager will have overall responsibility for assisting the Office of the Director General in establishing a network of quality improvement “innovators” from across South Africa who will mobilise media and communities around improving health service delivery.

Specific Responsibilities:
• Plan and arrange Project Steering Committee (PSC) meetings and serve as the secretariat to the PSC
• Provide project management support to the Director General’s office and the Project Steering Committee
• Prepare an annual work plan and associated budget in collaboration with the implementing agencies, and present these to the Project Steering Committee for approval
• Manage day-to-day operations including the
keeping of financial and other records in accordance with DOH policies and procedures to facilitate subsequent audits of the project
• Ensure the procurement of goods and services for the project adheres to supply chain systems and procedures of the department of health to ensure transparency and accountability
• Liaise with and manage the relationship with the implementing agency to ensure achievement of agreed goals and deliverables and to ensure
the timely submission of project reports
• Maintain collaborative and productive relationship with key stakeholders and ensure effective and efficient communications
• Conduct field visits as required to monitor project activities relative to agreed deliverables and timelines
• Organise and facilitate stakeholder consultations and project review meetings as requested by the office of the Director General • Undertake close out activities for the project including final financial and technical reports, and the handing over of a complete database of project related documents
• Under the guidance of the office of the Director General, undertake any other activity that may be necessary for the effective management of the project

• Approved minutes of Project Steering Committee Meetings convened at least bimonthly or as otherwise agreed upon by the Director General and Project Steering Committee
• Work Plan and Budget within one month of consultancy start date
• Project summary reports for presentation at the Project Steering Committee meetings and other reports or documents as requested by the office of the Director General
• Quarterly Financial and Technical Updates for presentation to the PSC
• Final Project Report, which includes, but is not limited to, an overview of the project stating technical achievements and final financial status, lessons learned, and good practice, at least one week before the end of the consultancy
• Monthly reports presented to the PSC documenting findings from field visits

Key Competencies:
• A Master’s or Bachelor’s degree in a relevant field (e.g. business administration)
• Training or certification in project management
• At least 3 years’ experience in project management, implementation and evaluation
• Ability to use Microsoft applications including Word, Excel and PowerPoint
